Background

Ho Chi Minh City launched its Smart City Master Plan to become a regional benchmark for digital governance by 2025. Anchored in four core pillars—Shared Data Warehouse, E-Government, Smart Infrastructure, and AI—one of the plan’s most strategic components was the design of a city-wide Intelligent Operations Center (IOC) to integrate city data, enhance decision-making, and coordinate emergency and citizen services in real time.

However, by 2020, the project faced significant technical and organizational stagnation. Multiple pilot initiatives had been launched, but lacked architectural cohesion, stakeholder alignment, and a unifying digital services strategy.

Challenge

When I entered the project during the pandemic period (2020–2021), the initiative was in near-total paralysis:

  • The contractor teams were executing fragmented tasks with no clear systems integration strategy.

  • The city departments and DIC officials could not articulate the overarching design goals or operational workflows.

  • Existing systems (e.g., data lakes, citizen call centers, GIS platforms) were isolated and underleveraged.

  • The Services Gateway model (ESB-like middleware) was envisioned, but undefined in practice.

My Role:

Architecting the Digital Nervous System

I assumed full technical leadership of the architecture and strategy of the project—effectively rescuing the initiative from misalignment and design ambiguity. My core contributions included:

  • DSS Design (Decision Support System): Defined the full conceptual architecture and roadmap for the city’s analytical backbone, integrating structured and unstructured data from multiple departments.

  • Services Gateway Integration Model: Delivered a high-level prototype showing how apps, databases, and backend logic from all city secretariats would interact through a unified middleware layer.

  • Organizational Clarity: Bridged gaps between DIC, the consulting teams, and municipal departments to translate policy visions into actionable technology platforms.

  • Operational Model: Defined the future-state operations of the IOC, including functional domains, stakeholder workflows, and modular expansion stages.

This was not a technical implementation, rather, it was a conceptual rescue mission for the city’s digital nervous system.

  • Full Design of a City-Scale DSS: The only successful proposal to unify databases, apps, sensors, GIS, and emergency services into one analytics-driven architecture.

  • Unblocked Contractor Paralysis: Unified the efforts of disoriented technical teams and misaligned stakeholders under one executable concept.

  • Prototype of Services Gateway: Developed a visual and operational concept that defined how apps, databases, and APIs would converge into a central integration layer—similar to ESB architecture.

  • Strategic Forecasting Model: Embedded economic forecasting and policy simulation centers into the design of the IOC—not just reactive dashboards.
