Background & Initial Scope
The original Terms of Reference (ToR) under USTDA Task 12 specified the modernization of legacy datacenter infrastructure across key departments. However, midway through the engagement, government leadership recognized the need for a visionary, statewide digital transformation model—triggered by your previous successes in the Philippines, Vietnam, and Türkiye.
This led to a strategic pivot: hours were reallocated to conceptualize a Digital Government Center of Excellence (COE) with a broader mandate that included:

Strategic architecture for digital public services

Interoperability planning and middleware integration

Conceptual design of a unified citizen platform (RN Mais Digital)

Change management strategy embedded into governance structures

Change Management Specialist for Executive Adoption
Key accomplishments:
✅ Defining the Statewide Architecture for Digital Governance – including middleware layers, data exchange pipelines, service delivery nodes, and citizen interaction modules
✅ Authoring the RN eGov Executive Summary and Final Report – that reframed digital transformation from infrastructure-centric to citizen-centric
✅ Recommending creation of the Center of Excellence – eventually institutionalized under state law
✅ Directing design iterations for RN Mais Digital and Interoperability Governance Models
Digital transformation was not the contracted scope, I was invited to conceive and design their state-wide digital transofrmation according to new policies and legislation.
